It hasn't stopped maniac shooters either random or multiple (nor genetal ctims come to that). In 2010 a lone shooter killed 10 people in Cumbria England http://en.wikipedia.org/wiki/Cumbria_shootings The only reason that it was not worse is that the authorities were able to (illegaly) call for assistance from the ARMED guards at the nearby Winscale nuclear plant.
