Why do we have hundreds of thousands of non-essential government workers?

DURING THE GREAT BLIZZARD HUNDREDS OF THOUSANDS OF NON-ESSENTIAL GOVERNMENT WORKERS WERE  SENT HOME, GUESS THAT MEANT THEY WERE NOT NEEDED!  WTF, WHY DO WE KEEP THEM ON THE PAYROLL IF THEY ARE NOT NEEDED?  DAMN I ALMOST FORGOT, IT'S THE GOVERNMENT WAY!
